Berlin's water playgrounds run on the weather, not the calendar
Berlin's Planschen, the shallow public paddling pools in parks, are run by the individual districts and generally free. They open for the warm months only, and even then they depend on the day: in a cool or wet spell the water may be off, and it is not unusual to arrive and find a dry basin. If water is the whole point of the outing, check the district's page that morning. Many ordinary playgrounds also have a hand pump and a sand channel (Wasserspielplatz or Matschanlage), which work all summer and are the better bet on a mild day.
