Bean-to-bar means they roast the beans, and most shops do not
The Port of Amsterdam is one of the largest cocoa ports in the world, and the Zaan district just north has ground beans since the nineteenth century. That history does not mean every shop here is a maker. Most chocolatiers buy couverture, ready-made chocolate from a large producer, and melt it into bonbons, which is honest craft but a different thing. Bean-to-bar means the shop roasts, cracks and grinds the beans itself. If that is what you want, ask where the beans are roasted; a maker will tell you in some detail.
