Most boats need no licence, but every boat needs a permit
In the Netherlands you can skipper a boat without a licence as long as it is under 15 metres and cannot go faster than 20 km/h, which covers almost every rental and small charter. What Amsterdam does ask for is a vaarvignet, a permit sticker for any pleasure boat on the city's inland waters; rentals include it, while visiting boats buy a short-term one. Charters often collect you from a public jetty rather than their office or yard, so confirm the exact boarding point, with a map pin, before the day.
