Look for a factory, or a person, behind the counter
The quick test in Rome is whether the shop can tell you where the chocolate was made and by whom. Some names in this list run their own laboratorio, SAID with a factory you can walk into; others are the city branches of makers based elsewhere in Italy; a few are gift shops selling other people's bars. None of that is a mark against a shop, but it changes what you are paying for. Chocolate is also seasonal here: many shops thin their range in the heat of July and August, and the best of the year arrives towards Christmas and Easter, when the eggs appear.
