Why so many Tokyo craft beers are labelled happoshu
Japan's liquor tax law sets a minimum annual output before a brewer can hold a beer licence: 60 kilolitres. The licence for happoshu needs only 6. So many small Tokyo brewpubs legally make happoshu, adding fruit, spice or another ingredient outside the beer rules, and the label says so even when the glass tastes like any pale ale or stout. It is a tax category, not a sign of cheap beer. The same pattern explains why a brewery counter may list a drink as happoshu on the menu and IPA in conversation.
