Bring your passport, not just your card
Tokyo has had a metropolitan ordinance since 2010 that requires internet cafés to check identity and keep a record before letting anyone use a terminal, so the first visit involves a registration form and a photo ID. For a visitor that means a passport; a foreign bank card on its own will not do it. If printing is the only reason you are looking, a convenience store is often quicker: the multifunction machines at the big konbini chains print from a USB stick or a phone app and scan to either, with instructions on screen in English.
