- 東京都庁展望室 南 — The Tokyo Metropolitan Government Building has two observation decks on the 45th floor, and both are free. It is the best value view in the city and needs nothing but a lift queue. (35.6891, 139.6918)
- 東京都庁展望室 北 — The twin of the south deck. The two keep different closing days and one is sometimes shut for works, so check which is open before crossing Shinjuku. (35.6899, 139.6916)
- Shibuya Sky 渋谷スカイ — An open-air roof on top of Shibuya Scramble Square, looking straight down on the crossing. Sunset slots sell out first; bags and loose items go into lockers before you step outside. (35.6583, 139.7023)
- 東京シティビュー — Tokyo City View, near the top of Mori Tower in Roppongi Hills, sharing the building with the Mori Art Museum. The glass wraps round far enough to line up Tokyo Tower and, on a clear day, Fuji. (35.6604, 139.7291)

Mount Fuji is a winter-morning view
The view everybody wants is Mount Fuji, and it depends far more on the season than on which building you pick. Fuji is most reliably visible from Tokyo on clear, dry mornings between roughly November and February, when the air is cold and the wind has cleared the haze. In the humid summer months it can vanish for weeks at a time. If Fuji matters, go early in the day in winter; if you want city lights, any clear evening works and the season hardly matters.
