No helmet law, but the pavement is off limits
Germany has no helmet law for adult cyclists, and pedal-assist e-bikes capped at 25 km/h need no licence. Adults may not ride on the pavement, and where a cycle path carries a round blue sign you must use it. Lights are required after dark and the drink-drive rules apply to bikes too. As for deposits, a card pre-authorisation or cash is normal. Never hand over a passport to hold. Offer a copy and your card instead, and walk away from any shop that insists.
