The rules everyone meets at the border
Passport
At least 3 months beyond the date you plan to leave New Zealand; lost/stolen-reported passports are refused. Safe standard: 3 months beyond the day you leave.
Arrival card
New Zealand Traveller Declaration (NZTD). Every traveller (incl. NZ citizens, babies and children, visa and NZeTA holders). By air: submit from 24 hours before the journey starts and before reaching passport control. By sea: from 24 hours before leaving the last foreign port. Online form or NZTD app; paper form if you cannot go online. Fee: Free.

Border systems for every visitor
Visa-waiver nationals must get an NZeTA (from NZD 17 by app) and pay the NZD 100 IVL before travel; cruise passengers of any nationality and transit passengers may also use an NZeTA. Australian citizens are exempt from both. All other nationalities need a visa.
Onward ticket
Required: proof of travel out of New Zealand, paid before travel (cruise itinerary or craft owner's letter accepted for sea arrivals).
Proof of funds
At least NZD 1,000 per month of stay, or NZD 400 per month if accommodation is prepaid (visa-waiver visitors cannot rely on a sponsor).
Travel insurance
Not required for ordinary visitors; required for students (provider-approved cover), the China working holiday scheme and the Parent Boost visa.
Vaccinations
No vaccinations required (US State Dept).
Cash to declare at customs
Cash of NZD 10,000 or more (or foreign equivalent) must be declared on a Border Cash Report.
Taxes, levies and fees
International Visitor Conservation and Tourism Levy (IVL) NZD 100 per person, paid with the NZeTA or visa application; Australian citizens/PRs and most Pacific Island nationals exempt. Border clearance levies are included in tickets.
Medicines, vapes and banned items
Strict biosecurity: declare all food, plants, seeds, honey, animal products, wooden items, and used outdoor gear (hiking boots, tents, golf clubs, fishing gear) or bin them. Instant NZD 400 infringement fine for a false declaration; deliberate smuggling up to NZD 100,000 and/or 5 years' prison. Clean hiking and sports gear before arrival.
Travelling with children
Each child, including babies, needs their own NZTD.

Every document here is issued by a government, and the official link is the only place to get it. Most arrival cards and many authorisations are free. NUM is not a visa service and cannot apply for anything. Rules change without notice: the official page always has the final word.
